Luthier is Ilya Shevchenko.
He was head of RRG Studios who released the Pe-2, Manchuria and other add-ons for the IL2/1946 series. That same team has also been working on the Korean add-on for CoD (Project Galba). Recently Luthier appears to have taken over as lead project manager for the whole CoD series. From the planned Project Galba (at present presumably 'on hold')
