It only glows at certain hours. In the very dead of night, everything is pitch black. I don't recall offhand at what hour the true darkness starts, but you can find it by changing any mission's start time.

My only real gripe with the nighttime graphics is the moon's blue reflection in the water. The moon is white. Its reflection is white. Why would anybody make it blue?
