Wow, man, just wow.
These "tracers" are moving a lot slower because, as already said, this is an airsoft movie with machine gun sounds dubbed over.
This is another classic example of knowing what tracers look like based on an internet movie.

machoo, what you don't understand is that the "weapons" in the video are toys. They shoot little plastic balls. It isn't real.
