The driver companies play with the standards trying to gain an edge, and when they play fast and loose with the specs you get unintended consequences.. its very complicated..

This is especially true with older or niche games that are not played as much as the newer titles. They probably check out how the new drivers work with the 20 most popular game engines and call it a day. Going back and testing with games that were released a decade ago just isn't feasible.
