Yeah, unfortunatly it seems so.
But maybe has another user tried this out?

Has no one the time to create a LAN server without Internet connection just for testing?
Maybe I'm doing something wrong...

Default Non internet LAN server
I am trying this at the moment. See my grumblings on this thread link below for a list of what i have tried.

We need a steam bypass I think.
