It is ticked it shows in the .mis file as "SpawnFromScript 1"
In any case, I put the mission on another pc and I connected through LAN and the first group DID spawn this time. The server is running win XP 32 and my PC(the one it did not work) runs win 7 64. I will do some more testing and check the logs and see if I can come up with a more definitive answer. Thanks
