Start Steam -> Top left corner select Steam -> Select Go Offline.

Yes but steam still has to be running,so you definitely do have to be logged in...

Nope, tested and verified. Works in Offline Mode and CoD started fine.

When you set Steam OFFLINE (you actualy have to restart it, if my memory is correct) then it will no longer be connected to the internet.

You do have to log in (actualy you do not if you have ticked that small thiny when it asks you to keep your login details on this computer) and you can remove the LAN cable from your machine if you want, CoD will start normally.

maybe he means that steam could be in offline mode too.
well i can deal with steam and use it with lot of other games since hl2 release.

its the best antipirate-system and VAC is the best anticheat. i dont understand why people have so much problems with steam in times of facebook and co.
your IP could be logged anyway and there is no need to give them your real name
