Doesnt really make sence to do it that way round, by that I mean if you keep tweaking and tweaking all the way till the date your game is ment to go gold couldnt that just go on indefinately? Besides apparently it went gold last week according to a russian games site.

They are working on the sim fixing bugs etc until they decide enough is enough and it goes gold. If the game went gold last week, there still wasn't enough time to send it to the publishers and have them release the product for March 25th. The publishers need atleast three weeks or more to press and ship the disks.
