Well..something AMD does better than NV in IL-2 I have no circles at all on water. By looking at his conf.ini he has no AF on etc. Maybe could change TexMipFilter=2 to 3 for AF, PolygonStipple=1 to 0, TexFlags.TexAnisotropicExt=0 to 1 (goes with AF setting above), Forest=2 to 3(actually less FPS hit than on 2 for some reason), LandGeom=2 to 3(for maximum visibility distance), Water=3 to 4(best water for NV).

In the NV control panel should make a profile to IL-2, letting the application control AF, Threaded optimization OFF, PhysX Off, AF Optimization Off. For FSAA mode choose the performance and maybe some 2-4X AA depending on resolution.

I'm going to contact nvidia some way and ask them to fix this in the next driver
