calling this sim "IL2 Sturmovik - Cliffs of Dover"

is as crappy as

calling Race driver grid "VW Käfer - black asphalt of the road"

I could imagine that Ubisoft wants to kill all russian developing studios to become the only monopole. That would justify the decision.
