It is not the language, that makes it more officious, but it's name. May be, you didn't notice a large letters in the left top corner of it, saying "1C-SoftClub", which is a game making division of 1C. It's where Oleg gets his salary, BTW. And this is their completely official web site.

What if it releases within the next month or so?

Our prognostications are meaningless. Oleg is working on it with vigor. He is probably changing target release dates once a week (in house information)

You can bet he will release ASAP, five plus years in development. He will also release a sigh of relief we will hear across three continents. LOL
