Just look to the convoy movie in the beginning, the old "Rubber Duck" also get pulled over while the girl is driving like a idiot

The way AI is handled is simply DISAPPOINTING.
Why in the world should I pay a ticket if an AI car stucks in the middle of the Interstate for no reason, or if it suddenly changes its lane?
