You are missing alot of files or the folder they are supposed to be in is named differantly. Contact 1C support. If they do not respond contact Steam.

My advice, is to never buy from the internet.

Try to right click on the 4x4: Hummer in your game list in Steam client, choose Properties, then click the button called "Verify integrity of game cache". It should help you do get all mising files.
