IMO....
The Senior Members should organize a secretariat to discuss the implementation of regulatory measures on OTs. Articles and paragraphs of the resulting document should individually be approved by a referendum involving all Members of the forum. The rules adopted shall be attached and structured by a protocol committee of Moderators and sent to the final approval of Oleg. Thus the situation of the OT posts at 1C forum, subdivision Il-2, would be regulated!
