Presumably they were going to appear in MoT at one point, probably in Shefferd, since their suits resemble those of 1920s-30s American gangsters.

Description: The Office of Strategic Services (OSS) was a United States intelligence agency formed during World War II. It was the wartime intelligence agency, and it was the predecessor of the Central Intelligence Agency (CIA). An OSS delegation is sent to Bletchley Park to retrieve deciphered Soviet codes from Colonel Hudson. Strogov is tasked by SMERSH to steal the codes before the delegation leaves the park with them.
Trivia: The OSS agents are new embassy civilian skins. As a result, Dora's LUA file assures the delegation (oddly including Colonel Hudson) that they use American voice clips. The two agents standing near the entrance have the head texture of one of the Luftwaffe mechanics.

Trivia: As of MoTMod 1.11, he still has his DtS skeleton. Strogov can just steal the layouts off of Weber beforehand, but you still have to rescue the courier. You cannot use his clothes!

Boris Petrovitch Polyakov

He was eventually captured and tortured by the Gestapo. Strogov is tasked by SMERSH to find Polyakov and either get him out or, if getting him out proves impossible, put him out of his misery.
Trivia: He has an MoT skeleton in MoTMod despite only appearing in a single DtS mission. He's the only NPC in the DtS games who doesn't have much clothes on him.

Unnamed Soviet Informant

Trivia: He has an MoT skeleton in MoTMod despite only appearing in a single DtS mission. His actor name and texture files call him "Raul", when in fact, he isn't Raoul Wallenberg. Like the other prisoners, you cannot use his clothes.

Igor Tsavalov

Trivia: Tsavalov is actually a fourth Shefferd civilian skin, but he's a separate actor with a unique body shape to ensure that you can't use his clothes.

Trivia: The manager appears in MoT's files, yet his skeleton is not fully adapted for MoT use. In DtS, you can use the manager's suit, but as of MoTMod 1.10, you can't, because forlik didn't notice the file "SemenManager.SMF". Oddly, multiple NPCs with this character model can be found in Hotel. In Embassy, an NPC with the manager's model replaces that of an Embassy agent as the pianist, a trait borrowed from AHO's DtS Enhancement Addon.

Trivia: The French workers don't actually speak French. Instead, if you hit them, you'll notice they use a few British voice clips. An unused voice clip suggests that the informer was originally going to speak German. He speaks Russian in the final product.

Unteroffiziere in the Panzerwaffe can be identified by their rose-pink Waffenfarbe.

Trivia: The Panzerwaffe Unteroffizier is introduced in MoTMod 1.11, and has a separate model to normal soldiers. This is presumably done by forlik in order to limit the number of Panzerwaffe soldier skins on a single model. Despite this difference, an Unteroffizier's uniform is basically the same as that of the normal soldier.
