By the hat button do you mean the D pad button on top of the flight stick?
There are two D pad buttons. The second being on the throttle.

The camera change command is issued with the "coolie hat" button on the stick.

It's a small joystick on top of the flightstick that controls the view (i.e. look up, down...). The coolie hat if clicked will change the camera.

At least that's the way it works on my ace edge, which is a white hori stick that was issued as a special treat to Ace Combat 6.

Click the coolie hat...

That button function is and always has been the "R-3" button.
Press R-3 to change POV on the fly.
