I don't think your hardware is the issue. I have seen much weaker systems play MOW well. It doesn't require as powerful of a graphics sub-system as some games. Too many background processes? You could try Alacity or Iobit Game Booster (both free) to see if it improves your performance.

Well, I tried the Game Booster, but with no difference at all.
When I have just few soldiers, it's smooth. But once more and more enemies appear, fps drops down to 17-20 and if something explodes it goes to 11 or so.... Is it supposed to be so or not? |

Sorry to hear that my suggestion didn't help. I continue to believe that the problem isn't your hardware. I have an E8400 CPU with a Nvidia 8800 GT graphics card. I am able to play MOW with every graphics setting maxed out on a 24 inch monitor set at a 1920 by 1200 resolution. Your system is more powerful so I'm not sure what the problem is. Maybe someone else will help.
