Are you saying they increased the Draw distance ?

Sort of - they altered the LOD models and made that black dot thing persist longer. So now you can see the black dot helper, then when that disappears the plane it was indicating is clearly visible. So, in my opinion, zoom is only useful for determing if a plane is blue or red. And even then it depends on the lighting.

Yes once the plane appears as a big black dot after that disappears you can then see the plane.
