Considering there have been no team competitions yet, team USSR could just be organized as team VVS.

Then it would be VAS vs VVS.

Penor flight could just be part of one or the other.

how is formation flying going to work on maps where people respawn?

Each team will respawn on their side of the map for all events of this tournament (team deathmatches, capture airfield, and strike), so at first you will be able to fly in formation, real pilots try not to die and having a wingman will help you stay alive. In case you die you will respawn on your side of the map, if you like you can contact your team members or flight group and set a rally point, from there you can continue flying in formation.

I intend teams to be big in numbers so that you will at least find 3 or 4 members of your team online at any time and also 3 or 4 enemies.

I'm probably going to regret this (when I'm a flaming ball of twisted metal)..

Team wise I'm not that bothered but I'm a Spitfire-o-phile.

If you guys have gone to the trouble of setting up squadrons it'd be a shame not to use them. You could always rethink if the first game is horrendously one sided.

My skill level on sim is improving but I'd still say I was a novice.
