Question about a device in Mehgard

There is a device called Thunder Can in Mehgard (the snowy island accessible by train) and it is not working. Is there any way to use it? What shall I find? Is there a quest for it?

This is the text I get if I want to use it:
This dwarven Thunder Can does not work: the lever is broken and one of the gears is missing some teeth.
