How Do I get boats and ships to work in GEM Editor?

I am trying to create missions using landing craft, destroyers as cover, etc...

For some reason or another I cannot get them to work in my missions????

I have watched tutorials Youtube, but I still cannot get them to work???

Please help with any suggestions or tips.
