A bit of confusion my friend
 You take quest at Scarlet wind, and dig 2 crates. When you get map for Rusty anchor, go there and Bruges is on beach in front of shop there, when you get to island go right pass pear and near little net protected area of beach you`ll find him. Picture doesnt make sense because it shows Scarlet wind and in little square is Bruges location on other island - Rusty anchor. Gl
