instead of this:

"C:\Program Files\Steam\steamapps\common\il-2 sturmovik cliffs of dover\Launcher.exe" -mod=MODS\CMSound

Yes, the one you wrote is the correct one, but the Launcher.exe.config needs to be edited the same way.
