Wandering spell??

I have read a few places where players like wandering spells from scrolls found or from the spouse. When I get what is claimed to be a wandering spell I am unable to see it in my spell book.

Do they act like scrolls in a shop? That is to say I have to have room or like others found, where you can always pick them up?

When the spouse says I have a scroll, I never see it either?
