can't do Mercanaries for Sohaty 50 pirates

I'm trying to finish this quest and I there is no place that sells pirates, only sea dogs. Is there a console command to give myself the 50 pirates??

if you have been using your officers patent then you can upgrade peasants to pirates at a really low rate I just had to do this last week. I believe it took 250 peasants, 50 trophies and 50 gold.
