CAN NOT ROTATE OBJECTS any other suggestions?

I tried doing the C,Z,X didnt work and Y,X,C didnt work any other methods i will really appreciate if you guys can help me out

You go into either F2 or F3 mode and click on the thing that you want, then on the side-bar scroll down towards some options that say location; there are some options ins there
