RRAB cluster bomb indeed don't have a fuse because it have somekind mechanical fuse ... i mean that container locked by thin metal belt... and when RRAB droped from plane "ears" unfold in combat position, makes rotate RRAB ... and when rotation is very fast and centrifugal force is rising that weak metal belts will breake - container open and spread samll bombs arround it takes two or three sec ...
square of spreading depends from altitude of drop ... in instructions for RRAB recomended altitude was some about 1500-3000 meters depends from RRAB caliber ...
but if you want hit smaller target you can drop it from lower altitude ...
