It's not the Launcher.exe it's Launcher.exe.config file u need to open with notepad.
If you dont see it make sure hidden files and folders is ticked in your browser folder and search/view options.
Then create a shortcut to the actual launcher.exe (right click send to desktop)
On desktop right click the shortcut go properties and add the lines u want to target line
