The only dragon in the cemetery is the undead dragon Necrotix which I killed before getting this quest.

Hey, he is inside an underground cave. It's a bit hard to see on the surface, so use the minimap to locate it!
He is on the Iceland continent (where you got the mission).
Once you go inside the cave, you will see him walking around (it's a bit deep and you'll have to dodge or fight your way in).
