Not your fault, the game just does a poor job explaining it. I only figured out you had to be in Greenwort because of Merlassar, and then realized you can bascially go right back to the starter islands first thing after talking to Guilford. And it took me an Eternity to notice you can unlock the Freedom Islands by talking to the guy at the port...
