I saved the elemental, but I can't quite remember what else I got. I think I recall it was a good choice though. He doesn't stay as a shopkeeper though.

No, he just says he is busy if you talk to him afterwards (just had another check, since I did not remember... luckily, there was a savegame left not too long before the point)
edit: the fire elemental gave me three magic runes and a summon phoenix scroll. So pick the fire elemental
(now again I'm not 100% sure that Arkton did not give me runes, but pretty sure)
