The issue is specific to the x1950 cards (either AGP or PCI-E) and is a generally-known issue. Catalyst 7.11 was the last driver package to produce good frame-rates with this particular card. From Cat 8.1 onwards the f.p.s. is greatly reduced, about the time that Ati started concentrating on their new 38xx releases and DX10.

The 1650 series have a different architecture to the 1950s, in some way unaffected by the cut-off. The 1950 is a one-off in this respect and can't be over-clocked either btw.
