Umm, relative to a stationary point outside the clock, the number of passes of the hand will be different to the number of times the hands pass a point ON the clock... Everyone know's this.

For example follow the red hand in this video:


Relative to the markings on the clock, the hand moves.
Relative to the wall, the read hand is stationary.

This is NOT a big deal. There is no conspiracy. There is no secret knowledge...just some pretty basic geometry.
