The interior you see in this plane, or any other exterior shots, are used for the exterior model only. To make this, or any other plane flyable, first of all a much more detailed interior 3D model must be built, which for a plane of Anson's level of complexity can take nearly a year of work, and then the cockpit needs to be integrated into the game with all the gauges working etc, which again is a huge project on its own.
The good news is that, just as was the case with Il-2, all AI planes can potentially be made flyable in the future. And, unlike with Il-2, with Storm of War series, 3rd party developers will be able to make their own cockpits (and planes and other objects) by themselves without having to go through the official channels.
So in other words there's absolutely nothing out there saying the Anson can't at some point be flyable.
