Well before we drag him off to the ducking stool and burn him at the stake perhaps he would like to try:-

Resolution 1680x1050 or less
Anti-epliepsy Off
SSAO Off
Vertical Synch On (if screen tearing - or do it in NVCP and also enable triple buffering)
Settings to Medium (with my GPU I start at High) then do the following:-

Customise settings to:-
Buildings Detail Very Low
Forest Off or Very Low
Buildings Amount Low
Grass Off
Shadows Off (I don't do this but try it and see if it helps)

go to :-
C:\Program Files (x86)\Steam\steamapps\common\il-2 sturmovik cliffs of dover\parts\core\GUI
and Rename Logo.wmv to Logo_bak.wmv (you need to do this after every patch). This file which gives the Ubi logo when you start the game locks some GPUs to a low frequency.
