You have to open the gate to the subdoor at the electrical station? The button is on the left side of the left transformer, if I remember correctly. It is a little panel that sticks out of the side of the transformer, it should give you a hand icon or something, just click it and then I think you will have to go to the Sub.
As for where it is, the power station is the little fenced in area just in front of the sub's hull to the left of the storage building.
