Default Quarterfinals pairings

Hello all,

I'd like to introduce the way we are going to establish the quarterfinal pairings. As you know we had to create three groups instead of the planned four due to a last minute change in the number of participants. This makes quarterfinal pairing a little more involved, but we have a solution to this problem.

To recapture, the first two from all groups and the third from group C will directly qualify for the quarterfinals. The last quarterfinalist will be determined by elimination match between the third of group A versus group B.

Since the group compositions are already known, and to exclude any doubts, the best way to determine the pairings is to randomize the list of quarterfinalists and formulate a pairing procedure. The pairing procedure will take two exclusion criteria into account:

1. Same level shall not play against same level.
2. Players from same group shall not face same group players in QF.

Having a randomized list of 8 quarterfinalists, the pairings will be established in sequence of their order, taking exclusion criteria into account. Where a pairing cannot be done because of exclusion criteria, we'll 'jump' over the non suitable opponent until we find one without exclusion criteria. The next pair will be determined by going back to the first quarterfinalist who was 'jumped' over and continue in sequence.

For example, we have this list of quarterfinalists after randomizing (note, in this example the third from group A has won the elimination match):

1. 3A
2. 2B
3. 3C
4. 1B
5. 2A
6. 1A
7. 2C
8. 1C

The quarterfinals would be:

QF1: 3A:2B
QF2: 3C:1B
QF3: 2A:1C -> note 2 'jumps' due to exlusion criteria
QF4: 1A:2C -> back to first one jumped over to find next suitable

I will randomize the list today January 28th at 1200UTC and publish thereafter. The pairing procedure however will only applied after completion of the group stage, using the randomized list. This is due to the the last quarterfinalist being unknown until then.

I hope everybody will agree that this is fair and transparent.
