Being one of the best games doesn't mean it has to have a huge multiplayer. Personally i prefer the single player, or co-op. I would assume others do too and they're probably enjoying the game while playing offline.
For example look at the bigger MP games like MW2, it has a god awful SP, but the MP gets players hooked...So it's one of the best games of 2009 even with a crap SP just as MoW is one of the best even with a small MP crowd.
