Wrong.
I've done the mission several times over and over again in both Realistic and Simulator. Not once touching Arcade, (on this mission or any other for that matter.)
Well to help you out Haitch. What I suggest, is going for the first group of enemies. Then check your map, and see what the next group is closest. Go for them, and while you take them out. The next group will still take its time. So by the time your done with the next group, just go for the next closest group.
Worked for me many times.
