Lyaro Island Bug

Ok, so i got the main quest "The Mystery of Lyaro Island" but the dwarf that should take me to the island is missing, there is a yellow arrow pointing to the Dirigible next to the king's palace but i can't get on it and so can't go on with the main quest, please help me.
