There are few ways to do it.
First, if no target is selected already - press 'A', and the nearest to your crosshair fighter will be selected (well, we have some heurestics here, depending on angle and distance). Automatically, the game build list of all enemies nearby, so you can cycle with 'A' through all of them.
What you are probably asking about is how to select another fighter after this (list is already made, and you can just cycle).
First, just shoot somewhere to enemy. He'll become auto-targeted automatically.
Second, destroying selected target force the game to re-build this list.
Third, after a while (15 seconds, afair) pressing 'A' will work like there is no target (selecting closest one).
And the last, but not the least. Press'n'hold 'A' will select one of your Main Objective target (if there are any nearby). It is very helpful.
We experimented a lot with. Tens of different solutions. And stayed on this.
Now, if you think over it, it is reasonable.
Always selecting closest target by 'A' won't allow you to select targets which are probably more interesting - let's say you are on tail of one bomber, but closest one is fighter covering it. Or, more illustrative, ground targets/ships won't be selected at all - most of the time, you are not diving.
And we need to have some way to select Main Targets, because, um, they are Main.
