NAT Problem

I've opened every single port on my router. From 1 all the way to 65xxx(Can't remember) They're open 24/7. I have UPnP turned on. Fire wall is turned off. However I keep getting the stupid NAT problem. If I unplug my router and connect my modern to PC it works fine.
