Movement or Shooting?

Sometimes the icons on the unit panel on the far right that should normally say Move or Fire at Will, when hovered over, will give me something like action bar and then A/Y with Umlauts

Also, in multiplayer, the chat will sometimes show up bizarre characters when people talk

I did buy this game from Direct2Drive, so maybe its there error? Any suggestions?
