0-Just out of curiosity & if that's not private, why do you want windowed mode?
1-I've got a dirty last-resort hack incase no-one gives you a proper solution:
1.1-open NecroVisioN\Bin\config.ini and change "Cfg.Fullscreen = true" into "Cfg.Fullscreen = false"
1.2-Extract the given file (below) in NecroVisioN\Data\lscripts\HUD
1.3-Run the game, go to the video option menu and change anything, press "apply" but DO NOT RESTART.
1.4-"enjoy"
Attached Files
File Type: zip PainMenu.zip (24.5 KB, 378 views)

1-Lol. Personally I use windowed mode when making trainers.
2-The modified Painmenu.lua allows to apply video changes without restarting the game AND it takes Cfg.Fullscreen in account.
2.2-But WFT do you need it?? Because when you (re)start the game, video settings are applied WITHOUT caring about the value you set for Cfg.Fullscreen.
3-It worked for me, and should work for anyone else.
