I saw an old screenshot http://download.softclub.ru/pub/il2pict/sky47.jpg with this menu system with nice graphics effects as options. Is this still available in the game or was it taken out?

That was a developer SDK - not a feature in the product.

I would love to be able to have this feature, as a PC gamer these sort of things make gaming stand out from consoles, love all the custom tweaking.
