Can't open downloaded 1.6.5 patch

I am unable to open the patch file for the Atari version 1.6.5 patch. It says it is a .RAR file and needs WINRAR to open it, and really, I am not up for buying WINRAR to get a game patched...

Anyways, any help? The file it downloads is called KB165.rar.

I am having the same problem here also. I download the patch, in its .rar format, and can not install it.
