Stalingrad will not run on my PC but it does on Laptop

Hi All and am I grateful to find this forum, often when you buy a game in the sticks (South Africa) you have to search hi and lo but anyway

PLEASE HELP ME - The problem is that the game will not run at all on my PC - by this I mean no splash screen nothing. By watching what happens in Task Manager I can see that a .tmp file is briefly created and that game.exe is also briefly active, then nothing! To check the disk I installed the game on my laptop - no problem except that my laptop has no sound, is slow small screen etc.
I hve attached dxdiag reports from both machines and also here are brief details for each machine:

PS: Both machines have DirectX Version 9.0c (4.09.0000.0904) Installed
