Military Base Discout Repairs
Per the manual, military bases are supposed to "Diagnose and repair ships". It says nothing about discounts. One of the changes implemented by Reboot states "Military base's repairing discount now depends on player's rank: from 10% for Rookie to 70% for Commodore.". What must I do to activate this feature? I get no discount, never have, at any rank. My game difficulty setting includes the "Rare" "Equipment Failures" option.

OK, jeez, uh... found the solution. It is a dialogue option, which I have been ignoring until now. I usually just go to the Ship screen "Service Center" and do the repairs there.
