Solution from Pelitys (DMS forum):
"Just kill the patrols one at a time, and drag their bodies away from sight. And get off the road as soon as possible, since mobile patrols use the roads frequently. So my advice is to advance by the right side of the map first, and then immidiately go through the center and to the tower. You'd better first go and clean up with a guy with silenced pistol, and then run through the rest of your crew. And you'd better pick up some weapons and ammo."
