I think that might only be just a video someone threw together, with periscope and water splash "filters" added for effect.

You are quite mixing up different mods here.
Most interesting one is indeed the 'lower particle effects' mod, which is seen in the last video. It is aimed to be less hardware intensive. But we won't just "download a mod and release it as update'.
